The 5th New Energy Electric Vehicle Industry Development Conference (2025) Will Be Held in Nanning

On August 28, the Fifth (2025) New Energy Electric Vehicle Industry Development Conference was held in Nanning. The event was co-hosted by the China Bicycle Association and the People’s Government of Guigang City, with the People’s Government of Gangbei District of Guigang City serving as the implementing organizer. With the theme “Innovation-Driven Intelligent Manufacturing, Openness Connecting the Globe,” the conference brought together domestic and international guests, academic experts, and leading industry enterprises to jointly explore pathways for high-quality development of the new energy electric vehicle industry.
The convening of this conference coincides with a pivotal moment: the official implementation of the new National Standard for Electric Bicycle Safety Technical Specifications (GB 17761–2024) on September 1. The formal adoption of this new national standard represents a comprehensive test for the industry and, at the same time, a significant opportunity for the sector to advance toward high-quality development. In the domestic market, the new national standard is driving the industry’s transition from quantitative growth to qualitative improvement, while consumer demand is becoming increasingly diversified. Moreover, trade-in programs are effectively stimulating the renewal of existing fleets, injecting fresh vitality into the industry.
Guangbei District of Guigang City serves as the core development zone for Guangxi’s new-energy electric-vehicle industry. Over the past decade, the district has focused on cultivating leading enterprises, continuously strengthening and extending the industrial chain, and successfully established a China–ASEAN base for the production of new-energy electric vehicles. As a result, the EV industry has grown steadily, achieving leapfrog development—from “nothing” to “something” and from “small” to “large.” Today, the district has formed an industrial cluster led by six major vehicle manufacturers—Aima, Luyuan, Tailg, Liming, Wuxing Zuanbao, and Oupai—and supported by more than 100 other EV companies, with an annual production capacity of 5 million two-wheeled vehicles, 500,000 three-wheeled vehicles, and 5 million sets of EV components. This has made Guangbei District the fourth-largest new-energy EV production base in China. The district’s EV industry has been recognized by the Ministry of Industry and Information Technology as a specialized industrial cluster for small and medium-sized enterprises, and it is among the regions in Southwest and South China with the highest concentration of industry brands. From January to July 2025, Guangbei District produced 2.89 million complete vehicles, generating an output value of RMB 4.018 billion—a year-on-year increase of 68.2%—demonstrating continued expansion of the industry and ever-stronger growth momentum.
With unwavering determination, Gangbei District has continuously advanced the development of a new-energy electric-vehicle industry cluster, turning “High-Quality Electric Vehicles Made in Guigang” into a renowned brand. The district has established a fully closed-loop industrial chain spanning from core components to complete vehicle manufacturing, raising the local parts-and-components localization rate to 80% and fostering an industrial ecosystem characterized by leading enterprises driving the sector, supporting suppliers following suit, and the cluster advancing in tandem. Leveraging its locational advantages and robust policy support, the district’s products are now sold across more than 20 provinces nationwide and exported to over 30 countries and regions; from January to July 2025, export value surged by 124%, marking a transformation of “High-Quality Electric Vehicles Made in Guigang” from a regional sales platform to a global market presence. In terms of technological innovation, the district is vigorously promoting the industry’s shift toward intelligent manufacturing, with a strong focus on key technologies such as batteries, smart control systems, and lightweight materials. It is strengthening industry–university–research collaboration and R&D investment, accelerating the commercialization of independently owned intellectual property, and achieving a major leap from “manufacturing follower” to “technology leader.” To date, the district has established 12 R&D platforms at or above the autonomous-region level and has spearheaded or participated in the formulation of 15 national and industry standards, including new national standards. Local enterprises have attained a domestically leading position in critical areas such as intelligent range extension and lightweight design. Meanwhile, Gangbei District is home to Guangxi’s only testing center accredited for 3C certification of electric bicycles—the Guangxi New-Energy Electric-Vehicle Quality Inspection Center—enabling “locally produced, locally tested.”
Currently, the implementation of the new national standards will drive product upgrades and greater intelligence across the industry. Moreover, with the rollout of “oil-to-electric” policies in Southeast Asia and other regions, demand for electric vehicles is set to continue growing, presenting new development opportunities for the new-energy EV sector. The Gangbei District will steadfastly focus on four key priorities: strengthening, supplementing, and extending industrial chains; bolstering innovation-driven development; deepening cooperation with ASEAN; and optimizing the business environment. By concentrating on the three critical links of production, testing and certification, and distribution and sales, the district will facilitate a smooth transition between the old and new national standards. At the same time, it will intensify exchanges with ASEAN member states and other regions, jointly establishing production bases and co-developing new industry products, thereby achieving complementary advantages and mutually beneficial outcomes. The goal is to build a globally competitive hub for the new-energy EV industry.
The meeting also featured a signing ceremony and departure ceremony for the centralized procurement of new-energy electric vehicles, followed by a roundtable forum in which participating guests discussed the theme “Breaking the Impasse and Achieving Win-Win: Intelligent Manufacturing Upgrades and Globalization Strategies for the Electric Two-Wheeler Industry.”
During the conference, activities were also held, including a briefing on the official implementation of the new national standard for electric bicycles and a launch event for products compliant with the new standard, a matchmaking meeting on the production and sales of new-energy electric vehicles with ASEAN countries, and test-drive events for electric bicycle models.
